Add bootstrap script

Attached to this is a patch for a bootstrap script. Suggested commit message:

    Add bootstrap script
    
    This is to initialize automatically the repository with autoreconf. It's
    the common name to use for that script (or "autogen.sh" is also used).
    
    Update INSTALL file with bootstrap script
