Save/load OTR keys to/from file

Many people would like to use the same OTR identity on multiple devices and using multiple managers.

Right now, there is no standardized method to export/import OTR keys from file. To work around this issue, dedicated application such as [[https://github.com/guardianproject/keysync]] have been written.

Most clients to not offer a method to backup and restore the OTR keys.

I propse a new feature for lib-otr, i.e. the ability to save and load OTR keys to/from a file using a standardized file format.
